I love the pictures of my baby cousin, but still make some lightning. It is 1 ½. Is it bad for the eyes?

I looked up and looks like an "outside" the flash of the camera is better. I guess that means more studio portrait style.

The biggest worry, the flash used w / children is whether they are photosensitive and / or induced epilepsy w / seizures by flashing lights.

I am epileptic and avoid clubs w / Belt at all costs.

unless you flash the light directly into the eye, which should be no problem. The light does not go straight in the eye, you have to adjust your eyes from the flash, while the eyes are dilated and having back to normal can only images in a good light, outdoors or off the light in the interior.
